What the law does
Utah HB 452 creates Utah Code Chapter 13-72a on mental health chatbots. Suppliers must clearly disclose that the chatbot is AI, not a human, before features unlock and whenever the user asks. Selling or sharing identifiable health input is tightly limited. In-conversation ads and targeting based on user input are restricted. An affirmative defense is available if the supplier files a safety policy that includes licensed clinician involvement. The Act took effect May 7, 2025.
