What the law does
Colorado HB 25-1139 sets rules for AI used to deliver therapy or manage severe mental health symptoms. Developers and deployers must disclose that the system is AI, build crisis-response paths, and meet privacy and advertising limits. Companion legislation moved the operative date to January 1, 2027.
