State Health AI Law Tracker/Alabama
Alabama SB 63 · Payer AI / prior auth · Effective
AI in health benefit plan coverage determinations
Effective October 1, 2026
What the law does
Alabama Act 2026-589 limits how health benefit plan providers and their utilization-review contractors use AI in prior authorization. Medical-necessity denials, delays, or modifications must be made by a licensed physician or other qualified clinician who can weigh the AI recommendation against the enrollee's record. Plans must annually certify their AI to the Department of Insurance, disclose its use in utilization-review policies, and periodically review outcomes. Signed April 16, 2026; effective October 1, 2026.
