First priority data categories and most secondary-use rules apply

Per the Commission EHDS timeline, March 2029 is when key parts enter into application: cross-border exchange of the first priority primary-use categories (patient summaries and ePrescriptions/eDispensations) across Member States, plus secondary-use rules for most data categories such as EHR-derived data. This is the first large operational cutover for health systems and data holders.
